Decree governing the acknowledgement of the registered designation of origin for "Colli di Rimini" wines and approval of the related production regulations published on the Official Gazette

Acknowledgement of the registered designation of origin for "Colli di Rimini" wines and approval of the related production regulations.

THE EXECUTIVE


HEAD OF THE NATIONAL COMMITTEE OFFICE FOR THE PROTECTION AND VALORISATION OF DESIGNATIONS OF ORIGIN AND PROTECTED GEOGRAPHICAL INDICATIONS OF WINES AND RESPONSIBLE FOR THE PROCEDURE.

Having regard to Decree No. 930 by the President of the Republic, dated July 12, 1963, comprising the regulations on the protection of the designations of origin of wines;
Having regard to Act No. 164 dated February 10, 1992, regarding new regulations on the designation of origin of wines;
Having regard to Decree No. 348 by the President of the Republic, dated April 20, 1994, following which the regulations on the acknowledgement procedure for the designation of origin of wines were issued.
Having regard to the request submitted by the parties concerned to get the acknowledgement of the registered designation of origin for "Colli di Rimini" wines.
Having regard to the favourable opinion by the National Committee for the protection and valorisation of the designations of origin and protected geographical indications of wines on the above-mentioned request and the proposal of acknowledgement of "Colli di Rimini" as registered designation of origin and the related production regulations issued by this Committee, published in the Official Gazette No. 187, on August 10, 1996;
Whereas no petitions or counter-arguments have been heard, at the specified terms and conditions, from the parties concerned regarding the above-mentioned opinion and proposal;
Whereas sec. 4 from said regulations, dealing with the procedure for the acknowledgement of the designations of origin and the approval of the production regulations, states that the designation of origin should be acknowledged and that the relative production regulations approved by decree of the executive responsible for the procedure;

Decrees:

Sec. 1


That the registered designation of origin for "Colli di Rimini" wines be acknowledged and the related production regulations approved in the text thereof.
Such designation is reserved for wines complying with the conditions and requirements stated in the above-mentioned production regulations whose measures will come into force as from the 1997 grape harvest.

Sec. 2


Those who wish to market their products, as from the 1997 grape harvest, under the "Colli di Rimini" registered designation of origin in the following types: red , white , Cabernet-Sauvignon (also vintage type), Biancame , Rebola (also the dry, agreeable, sweet and passito-made from raisings- types), are required, pursuant to the provisions and operation of sec. 15 of Act No. 164, dated February 10, 1992, regarding regulations on vineyard register and grapes registration, to register their respective vineyards within forty-five days starting on the date of this decree.

Sec. 3


In order to produce "Colli di Rimini" wines, departing from the provisions of sec. 2 of the attached regulations and up to three years after its coming into effect, vineyards with vine varieties percentages other than those mentioned in sec. 2 above can be registered on a temporary basis at the register specified in sec. 15 of Act No. 164, dated February 10, 1992, provided that the percentage does not exceed 15% of the total vine varieties specified for the production of the wines mentioned.
Once the above-mentioned period expires, the vineyards described in the previous paragraph will be automatically taken off the corresponding register, if the wine producers concerned have not introduced the necessary changes in the vineyards in order to standardise their ampelographic characteristics according to the provisions of sec. 2 of the attached production regulations, notifying the body responsible for regional agriculture assessment.

Sec. 4


Those responsible for producing, selling, marketing or retailing wines under the "Colli di Rimini" registered designation of origin are required by law to observe the conditions and requirements specified in the attached regulations.
This decree will be published in the Official Gazette of the Italian Republic.

PRODUCTION REGULATIONS FOR "COLLI DI RIMINI" REGISTERED DESIGNATION OF ORIGIN WINES

Sec. 1


"Colli di Rimini" registered designation of origin applies only to white and red wines complying with the conditions and requirements specified in this production regulations.
These wines are:
Red "Colli di Rimini";
White "Colli di Rimini";
Cabernet-sauvignon "Colli di Rimini" (also vintage type);
Biancame "Colli di Rimini";
Rébola "Colli di Rimini" (also the dry, medium sweet, sweet and passito types).

Sec. 2


"Colli di Rimini" registered designation of origin, plus the optional reference to the red and white but compulsorily accompanied by one of the specifications above, applies to wines obtained from vine grapes recommended and/or authorised by the province of Rimini, coming from vineyards presenting the following ampelographic composition, usual in the business:

Red "Colli di Rimini":
Sangiovese vine: from 60% to 75%;
Cabernet Sauvignon vine: from 15% to 25%;
the following vines, usual in the business, may be used separately or together in order to produce this wine: Merlot, Barbera, Montepulciano, Ciliegiolo, Terrano, Ancellotta, up to 25% maximum;

White "Colli di Rimini":
Trebbiano Romagnolo vine: from 50% to 70%;
Biancame and Mostosa vines (separately or together): from 30% to 50%;
other vines with berries of similar colour, usual in the business, recommended and/or authorised by the province of Rimini, up to 20% maximum, may be used to produce this wine.

Cabernet-Sauvignon "Colli di Rimini" (also vintage type):
Cabernet Sauvignon vine: 85% minimum;
other vines with berries of similar colour, usual in the business, authorised and/or recommended by the province of Rimini, up to 15% maximum, may be used to produce this wine;

Biancame "Colli di Rimini":
Biancame: 85% minimum;
the following vines, usual in the business, may be used separately or together in order to produce this wine: Pignoletto, Chardonnay, Riesling Italico, Sauvignon, Pinot Bianco, Muller Thurgau, up to 15% maximum;

Rebola "Colli di Rimini" (also the dry, agreeable, sweet and passito types);
Pignoletto: 85% minimum;
the following vines, usual in the business, may be used separately or together in order to produce this wine: Biancame, Mostosa, Trebbiano romagnolo up to 15% maximum.

Sec. 3


The production area for the grapes used in "Colli di Rimini" registered designation of origin wines, includes the whole administrative territory of the towns, all of them in the provinces of Rimini, Coriano, Gemmano, Mondaino, Monte Colombo, Montefiore Conca, Monte Gridolfo, Montescudo, Morciano di Romagna, Poggio Berni, Saludecio, San Clemente, Torriana, Verucchio. Besides, we should also add part of the administrative territory of the municipalities of Cattolica, Misano Adriatico, San Giovanni in Marignano, Riccione, Rimini, Santarcangelo di Romagna, whose border downhill is marked by:
Cattolica Municipality: from Adriatica motorway 16 (in the urban section also known as via Garibaldi);
Misano Adriatico Municipality: from Adriatica motorway 16;
San Giovanni in Marignano Municipality: from Adriatica motorway 16;
Riccione Municipality: from Adriatica motorway 16, including the via Circonvallazione section;
Rimini Municipality: from Adriatica motorway 16 up to the entrance to the Nuova Circonvallazione that stretches up to the junction with Emilia motorway 9. Afterwards, towards Santaracangelo, up to the A-14 Highway overbridge; it follows the motorway towards S. Giustina to join via Longiano, then via Antica Emilia until taking again the Emilia Motorway 9 in the town of S. Giustina. Then it follows this road until the border with the municipality of Santarcangelo;
Santarcangelo di Romagna Municipality: from the border with the municipality of Rimini, following Emilia motorway 9 up to the residential area of Santarcangelo, then via Braschi (urban section of via Emilia) following motorway 9 up to the border of the province.

Sec. 4


The minimum natural alcoholic strength by volume for grapes at harvest should be:
Red 11.5%;
White 11.0%;
Cabernet Savignon 11.5%;
Biancame 10.5;
Rebola 11.5%;
The environmental and cultivation conditions for vineyards intended for producing "Colli di Rimini" wines should be the typical conditions of the area and, suitable to obtain grapes, must and produced wines with the specific quality characteristics. Therefore, the hills, foothills and river terraces with muddy/clayey soils on pebbly substratums or substratums rich in organic matters should be considered suitable cultivation soils.
The spacing plantation layout, cultivation and pruning systems should not change the characteristics of grapes, taking also into account agricultural and technical advances.
Forcing practices are forbidden. Supplemental irrigation is allowed just twice a year and before the start of the ripening process.
The maximum grape yield per hectare admitted for the production of "Colli di Rimini" wines should not exceed the limits specified below:
Red ton/ha 11.0%
White ton/ha 12.0%
Cabernet Sauvignon ton/ha 11%
Biancame ton/ha 12.0%
Rebola ton/ha 11.0%
Maximum tolerance for these yield limits is 20%, beyond that value, all production is debarred from the designation.
In favourable crop years the amount of grapes obtained and intended for wine production should be kept within the above-mentioned limits, the grape-wine yield limits remaining still for any amount, as long as the overall production does not exceed these limits by 20%.
The region of Emilia-Romagna, by issuing its own decrees and after hearing to the professional associations concerned, can establish on an annual basis and before the grape harvest, a grapes production limit per hectare below that specified in these production regulations. It must immediately notify this to the National Committee for the protection of the designations of origin of wines.

Sec. 5


Winemaking, vintage and ageing processes should be performed within the limits of the province of Rimini. Winemaking can be carried out separately for grapes coming from the same vine. In case of separate winemaking, the combination process should be carried out by the date specified for the annual declaration of wine-growing production.
Maximum grape yield in finished wine should not exceed 70%.
In case this limit is exceed but remains still below 75%, the surplus does not have the right to DOC. Beyond 75% the product is debarred from the registered designation of origin.
Maximum grape yield in finished wine for the Rebola passito type should not exceed 50%.
The Rebola "Colli di Rimini", passito type, should be obtained by slightly drying grapes (raisining), which ensures a minimum content of reducing sugars of 260 grams per litre. Such raisining can be done on fruit-drying racks, in rooms with hygrothermally controlled conditions or induced air.

Sec. 6


"Colli di Rimini" wines, when suitable for home use, must present the following characteristics:

Red "Colli di Rimini":
colour: intense ruby red;
odour: ample and characteristic;
flavour: dry, full-bodied, slightly tannic at times;
minimum total alcoholic strength by volume: 11,5
minimum total acidity: 4.5 grams per litre;
minimum net dry extract: 20 grams per litre.

White "Colli di Rimini":
colour: straw-yellow, relatively intense;
odour: delicate, between fruity and floral;
flavour: dry, sapid and harmonious;
tminimum total alcoholic strength by volume: 11;
minimum total acidity: 4.5 grams per litre;
minimum net dry extract: 15 grams per litre.

Cabernet Sauvignon "Colli di Rimini":
colour: iruby red; at times loaded;
odour: characteristic, ethereal, pleasantly herbaceous;
flavour: dry, full-bodied, harmonious, slightly tannic at times;
minimum total alcoholic strength by volume: 11,5;
minimum total acidity: 4.5 grams per litre;
minimum net dry extract: 20 grams per litre.

Biancame "Colli di Rimini":
colour: slight straw-yellow with greeny tinges;
odour: characteristic, at times with floral touches;
dry, fresh, well-balanced flavour;
minimum total alcoholic strength by volume: 10,5;
minimum total acidity: 4.5 grams per litre.

Rébola "Colli di Rimini":
(dry type):
colour: between light straw-yellow and slightly golden;
odoour: characteristic, gently fruity;
flavour: dry, harmonious, typically soft;
minimum total alcoholic strength by volume: 11,5;
minimum total acidity: 4.5 grams per litre;
minimum net dry extract: 17 grams per litre.

(sweet type):
colour: between straw-yellow and amber;
odour: characteristic, gently fruity;
flavour: dry, harmonious, particularly soft;
minimum total alcoholic strength by volume: 11,5;
reducing sugars: between 12 and 45 grams per litre;
minimum total acidity: 4.5 grams per litre;
minimum net dry extract: 17 grams per litre.

(sweet type):
colour: between straw-yellow and amber;
odour: characteristic, gently fruity;
flavour: sweet, pleasant, characteristic;
minimum total alcoholic strength by volume: 11,5;
reducing sugars: between 50 and 80 grams per litre;
minimum total acidity: 4.5 grams per litre;
minimum net dry extract: 17 grams per litre.

(passito type):
colour: between golden yellow and amber;
odour: characteristic, intense;
flavour: sweet and velvety:
minimum total alcoholic strength by volume: 15,5;
minimum total alcoholic strength by volume developed: 11,5;
reducing sugars: 50 grams per litre minimum;
minimum total acidity: 4.0 grams per litre;
minimum net dry extract: 20 grams per litre.

Any types undergoing a vintage process in casks may have a woody flavour.

Sec. 7


Bottles or any other wine container with the "Colli di Rimini" registered designation of origin should bear a label indicating of the grapes vintage.
The Cabernet Sauvignon "Colli di Rimini" wine, exposed to a minimum ageing period of two years, and obtained from grapes with minimum natural alcoholic strength by volume of the grapes at harvest not below 12º can include, as an additional specification, the word "Riserva" (vintage). The ageing period starts on the First of January after the grapes vintage.
It is forbidden to use additional qualifying terms other than those specified in these production regulations in the trade name and exhibition of wines with the "Colli di Rimini" registered designation of origin, including adjectives like superior, extra, fine, prime, selected and similar ones.
Indications referring to the name, business name and private marks are allowed provided that they do not have any praising connotation or may mislead purchasers.
Indications describing the bottler’s agricultural activities such as "wine-grower-land-owner-farmstead" and any other similar terms are only allowed if observing the EC and national regulations on the subject.
Additional geographic and toponomastic indications referring to the district administrative units, sections, areas, and towns from which the grapes giving the names to the wines are grown, are allowed as well.
As regards ornament and typology, + 3-litre bottles containing "Colli di Rimini" wines specified under these regulations should present the traditional features of a high-quality wine and should only be closed with cork.
Screw-cap tops can be used for +0.187-litre containers.
